Initially a completed application should be submitted electronically on the standard application form.  After a formal initiation, survey and approval from the SEC, the application will be forwarded to various government departments such as – Ministry of the Interior, Civil Defense, Traffic Office, Municipality, Commercial registration and license department, for obtaining clearance certificates.  After the application is ratified by various government agencies, the applicant has to submit the School Organization plan, the education plan etc.  The process seems a little complicated and time consuming.
